| I am a PhD student and a licensed professional
with 20 years experience. I have worked for the US government and
private consulting firms on numerous disaster projects: specifically
earthquakes, hurricanes and hazardous waste. I have experience in
both economic development and disaster management. My primary interest
is in the use of web-based spatial decision support systems (SDSS)
for disaster management and prevention. My current research focuses
on reducing the risk to vulnerable groups of people rather than reducing
the risk to "vulnerable" properties (properties are not
alive, hence they cannot be vulnerable). Other interests include:
(1) modeling complex systems, linked human-environmental, linked human-ecological,
and human activity systems on the community to regional scale using
stochastic dynamic simulation models to identify the human causes
and human consequences of disasters (whether "natural" or
technological) and to recommend appropriate policy interventions (2)
web-based systems for interactive group strategic planning to enhance
community resilience and adaptive capacity and the development of
disaster-resistant communities. |

Natural Hazards for Insurers Certificate |
I presently both work and study in the
field of risk management - everything from occupational safety and
health through to business continuity and civil contingency planning.
I conduct freelance research and consultancy work as and have just
received a place on the Post Grad. Cert. in Natural Hazards for Insurers
at Benfield UCL Hazard Research Centre at University College London.
I am also involved in various voluntary projects both in the UK and
US and focus my attention through various outlets on issues such as:
· the promotion of GIS as a currently under-utilised toolkit
for emergency management,
· natural hazard awareness for
children, business continuity promotion for small to medium size enterprises
(SME's),
· interoperability of technological and soft systems
across jurisdictional boundaries in emergency response,
·
the development of an entry level syllabus to provide an academic
starting point or a standalone course to increase general awareness
in the U.K. to those that have emergency planning responsibilities
within the remit of their position but do not come from a conventional
emergency planning standpoint.
One observation I have made throughout the course of my work is that
all too often we neglect to take the macro look at these issues. Many
parties examine in detail from their institutional perspective, but
neglect somewhat to relate their findings to the wider picture. The
contemporary hazards we face today have influence on every facet of
society and without further collaboration and study of these interrelations
we cannot adequately quantify the true cost and/or put the effectiveness
of our management into context. Above all it is my firm belief that
increased communication and awareness equals effectiveness in disaster
issues. |

expert & lay ideas of the associated hazards. The ultimate goal

My PhD research takes an interdisciplinary
approach to analysing landslide risk and vulnerability within the
dynamic mountain environment of Central Nepal. Using a range of data
collection techniques to identify the terrain units at risk and to
establish the actual rates of slope deformation, data will be analysed
in relation to local knowledge of slope instability and perceptions
of hazard and risk. The social element of the research will aim to
compare the variation in these perceptions to issues of poverty, social
structure and the resultant community vulnerability.

| James’ research takes an inter-disciplinary
approach to issues relating to the construction, communication and
translation of scientific knowledge, in relation to Flood Risk Mapping.
A unifying theme within this research relates to the concerns over
power and knowledge, with specific attention given to scientific knowledge
and technology. A key interest centres on the science-policy interface,
in particular how uncertainties in modelling reveal degrees of scientific
reflexivity and co-production between the state and science. James
is currently investigating how authoritative knowledge receives legitimacy
and how scientific practices are drawn upon to support claims in relation
to the historical development of flood policies.
To examine these topics, James’ PhD, entitled “Flood-Risk
Mapping: Geographies of Risk Assessment, Communication and Planning”,
will chart the intricate networks of flood scientists, modellers,
and planners involved in the formation and currency given to the
Flood Map. Funding for this research was provided by the ESRC. James
is also interested in how tacit understandings, knowledge and judgements
are embodied in science and technology. |

of legislation and regulatory provisions on post-disaster reconstruction
projects. Often times legislation become impediments to effective

due to bureaucracy and procedural constraints; policy misinterpretations/misdirection;
multi-agency conflicts of responsibilities etc. How can we achieve
balance between the needs for expeditious reconstruction programmes
and legislative compliance requirements? |

| My current research involves analysing the
fracturing properties of rocks in volcanoes, in order to aid interpretation
of seismic and geodetic data from volcanoes. I also have an interest
in effective communication between physical scientists, social scientists,
responsible authorities, and vulnerable communities on the theme of
natural disaster mitigation strategies. |

| My current research project is based at
Volcan de Colima, Mexico; investigating relationships between ascent
velocity of eruption columns with seismic magnitude. Particalar interests
involve volcanic hazard mitigation in high risk areas, and research
into physical processes leading to eruptions. |
